Default Can jpeg files be converted to Word files?

Is Word capable of converting documents that were scanned as jpeg files to
doc files?

You need OCR software for this.
Office has a rudimentary OCR facility called Document Imaging linked to the
startup menu under Microsoft Office Tools which may be able to assist.
