Default creating 2003 compatible form in 2007

i have microsoft 2007 and i'm trying to create a form that i can save
as a 2003 format. i have no clue how to do this!! i know that i can
enable the developer tab in word to create forms, however that can
only be saved in 2007. i've read that 2003 had a forms toolbar but i
can't figure out where it is in 2007. help please!
