Default Activate certain fields in a form, tab between each

I am creating a form.

Not all the fields in the form are active (some are labels).
How can I link just the fields that require information?

What do you mean by "link" in this case?

Insert form fields where information should be entered, and regular
text for the labels. Then protect the document for forms.

For an illustrated tutorial, read this series of articles -- just the
first one should be enough to answer your question, but the others
will be useful.
