Header Margin Boundary
The likelihood is that the header contains one or more empty paragraphs that
are pushing the bottom down. If you have pasted text from one header into another, no matter how carefully you have done this (copying all but the paragraph mark and pasting over the existing paragraph mark), Word will *always* paste into a new paragraph, leaving the existing one empty. Display nonprinting characters so you can see and delete these empty paragraphs. If that's not the issue, then check the paragraph formatting on the headers in question to see if they have any Spacing After applied. -- Suzanne S.
