Default Inserting a footer on top of content

Hi all hope you can help.
I am creating a newsletter and I would like to insert a footer that is on
top of the content. I would like to have the footer at the front of the
content. I hope this makes since to someone.

"Newsletter" sounds suspiciously like emailing in HTML format. HTML does
not really have a concept of a header (there's no physical "page" on a
website).

So, if you need something "above" already existing content, use a normal
text box.
