Default Top margin is staying at 0.0, won't re-set

I can't re-set my top margin. It continues to default to 0.0 and will
manually change for use, but comes back to 0.

If you look in Print Preview (Ctrl+F2), then will the top margin be correct?
If so, see http://sbarnhill.mvps.org/WordFAQs/WhiteSpace.htm.
