When making forms, I repeat the underscore for several spaces, then hit
Enter, the line becomes bold and stretches the entire width of my page. Why
is it doing this and how to I stop it!

Suzanne has given you the link to information that will handle that problem,
but you're quite probably going to run into another one... Especially if the
form is to be filled in on-screen rather than by hand as a printed document.
