There is a horizontal line that seems to be part of the header format on
every page. I have tried to eliminate this every way and cannot find the
way. Please help.

It's probably a paragraph border. It may be part of the definition of
the Header style (Format Style, select Header, click Modify, click
Format and choose Border). Or it may have been applied directly (click
in the header paragraph, click Format Borders & Shading).
