Default Turning off user info balloon

When I scroll down a list of documents in "File- Open" the pop-up
information "balloons" become a nuisance.

Is there a way to turn them off? I have read and re-read "help", but
apparently do not understand what I'm reading.

Default Turning off user info balloon

This is a Windows setting. In Windows Explorer, choose Tools | Folder
Options | View and clear the check box for "Show pop-up description for
folder and desktop items."
