Default how to allow users to add page breaks to locked documents

I have a locked template form that several users want to be able to add
their own pagebreaks. Is there a way to allow users to add page breaks to
locked documents? When you lock a template, the insert/pagebreak is shaded.

no, ctrl+enter does not seem to work.

Which version of Word? How are the documents "locked" (using which command)?

word 2002, the document is locked by clicking on the 'protect form' button
from the forms toolbar.
