I can't find a pattern but sometimes when I open a file, the toolbar has gone
away and other times it stays open. The Standard, Formatting, and Endnote
toolbars seem to stick so why doesn't the Reviewing toolbar?

hard to say, for sure. On my system - as long as no macro is interfering - if I
display the toolbar explicitly (View/Toolbars) it stays open until I close it.

OTOH, if it's displayed because someone sent me a Word file attachment with the
"Reviewing" option in Outlook activated, then it may go away.
