Is there any way to make deletion/format/comment balloons translucent so I
can see the document underneath the balloons. I don't want to keep turning
them on and off.

Which version of Word are we discussing? And by "balloons" are you referring
to tooltips, that pop-up when you hover the mouse over text? Or to the
"balloons" in the margin of the document? (These should not impinge on any
text...)
