Q1. How do I create and save Smart Tags in Word?

Q2. How do I get the Name Smart Tag in MS Word to pull information from
Outlook Contacts that are not in my default Contacts item?

SmartTags have to be programmed in an application that supports creating
ActiveX DLL files. Something like VB6, or a .NET language, or Delphi...

Information on how to program them can be found on the msdn website.
There's also an office.developer.smarttags newsgroup where one can ask
questions if one gets stuck.
