Default how do you lock cells in a table in Word?

I am trying to create a template that has certain cells in a table that the
person filling it out can only work in certain cells. I want them to be able
to type there answers in one cell but not mess with the cell that has the
question. Is this possible and how do you do this function?

What you are describing is a protected form. See
