Default Highlight Tool access in Protected Template

I have a protected template that I am using and I would
like to add in the highlight tool, so that users can highlight
certain text for emphasis (future edits).

Is there a way to make this happen? I did see that there
is a Toolbar option in the ORGANIZER part of Styles and Formatting and a
reference to copy from Normal.dot - but I am not sure how to allow the
HIGHLIGHT toolbar.

Any assistance on this is appreciated.
