Is it possible to set the default for an entire table to NOT allow rows to
break across pages rather than select each row individually

Select the entire table before changing the setting.

I already tried selecting the whole table but when you do this 'Table
Properties' goes grey and cannot be accessed.

I'm not seeing that here, I'm afraid. Whether I select all the rows by
dragging or use Table | Select | Table, Table Properties is still enabled.

Make sure your selection doesn't include anything outside of the
table.
