I would like to learn how to insert those cute litte pop up balloons that
appear when you put your cursor on a word. For instance, to define a
technical term in a paper.

This really isn't a viable option in a Word doc. What you are referring to
is a feature used in web pages & supported by Browsers rather than by word
processing programs.
