Default i want to set up a style for numbers in a report

I have headings numbered like '1.0 Introduction, then subheadings with the
numbers: 1.1 Purpose of the report (and then a point under that subheading
such as 1.1.1. The purpose of this report is to...) and so on with 2.0 The
organisation - then subheading 2.1. Context of organisation and a list of
numbers under that subheading i.e. 21.1 The organisation is, 2.1.2. The
organisation does etc. Do you think word can handle it? Seems not. I try to
set up a style and I get all sorts, it can't work out that it has to count
and it can't seem to keep the indentations consistent. HELP!.
