Default how can i insert frames or text boxes in margins?

I wish to create "sidebar" comments in an expanded right margin. Can I do
that using frames or text boxes? Can I insert text boxes or frames in the
margins and then format the content and frame object itself?

Thanks Stefan. That was the exact reference I was looking for, even though it
will likely take me hours to wade through it correctly.
