Default link index to subtitles

I am creating a document with a number of recipes. Can I link each recipe to
an index so I can just click on recipe in index and move to recipe location
in body?

a table of contents does that by default. Use "Heading 1" (or any other
level) styles to designate the menu title, and then create the TOC
through Insert | References | ...

To this day, an actual index in Word has no hyperlink capability. If you
want to achieve that, you might as well build it manually by inserting
cross references to the menu titles, then sort them.
