changed margins, still no luck

It is hard to tell why that would be without seeing the actual documents.

If you execute the merge to a new document, does it also contain blank
pages?

Possibly you have the first paragraph formatted to have a page break before
it and because the merge automatically starts a new page for each record,
you are getting the blank page. So check the formatting of the first
paragraph of the document and make sure that it is not set to have a page
break before it.
