Default force heading to right-hand page

I want my Heading1 tags to start at the top of a right-hand page. Is there
such an attribute in Word that I can set?

No. You have to insert an Odd Page section break.

Thank you. I've done that. Three times. Saved the document each time after
inserting the Odd Page section breaks.
However, when I regenerate my TOC, most of them revert to Next Page section
breaks.

That's very odd; we usually get questions about the reverse problem.

So what's the answer to the reverse problem? Perhaps I can turn it around and
find a solution to mine.

Default force heading to right-hand page

It varies. Often it suffices to go to the Layout tab of Page Setup and
change the break type back to what's wanted. But if the document is to be
duplexed and each new section starts at 1, Word won't permit it to be an
even (verso) page, and some printers can be very stubborn about printing
portrait on the back of landscape and vice versa.
