Default Forms with Tracked Changes

In Word 2003, I have a protected, Read-Only form that is posted to the web
via SharePoint. When I open the form, it looks fine. When a certain person
opens the form, it shows tracked changes. The Tracked Changes option is not
turned on. Because the form is locked, she cannot change the Show button on
the Reviewing toolbar to Final. We tried changing the option under Tools
menuOptionsSecurity tabPrivacy Options- Make hidden markup visible when
opening or saving, which did not work. Any ideas?

The solution would be to remove the markup from the posted file.

Problem solved- they were using different files in different location that
were unknown to each other.
