Default Protect Form Disabled?

I have created a form in Word 2003 and would like to protect it from changes.
The "protect form" button on the form toolbar is grayed out and if I try to
go to Tools\Protect Document the "Yes, Start Enforcing Protection" is also
grayed out. What do I need to do?

Default Protect Form Disabled?

Does the form contain ActiveX controls? In the Protect Document task pane,
did you select a type of protection?
