Default "Lock" position of text in document

I have a form designed in Word 2003 that is three pages long. The form
itself is built using tables for positioning. Between some of the tables I
have text that I need to "lock" into a position. For example, if a form item
input were to exceed one line it automatically goes onto a second line BUT
forces the rest of the document down a line. Is there anyway to force the
position of text to stay in a specific position?

Add another table; turn off its borders if you don't want it to look like a
table. Set the row height to an "Exact" measurement in Table Table
Properties Row. Put the form field in a cell of the table.

Users will still be able to type more than one line in the field, but the
excess will "disappear".
