Default Locking the First Row

I am creating an html document to be posted on a website and want to be able
to lock the first row of a table that has the headings of the table, so when
they scroll down the headings follow down the page. Is this possible?

For something like this, you shouldn't try to use Word as the page editor;
Word's webpage capabilities are rudimentary. Quite likely, you could achieve
what you envision by using a FRAME across the top of the page. You really need
to ask in a group that deals specifically with HTML files.
