Default How do I re-position a Task pane that's docked horizontally?

The Task pane has been docked horizontally under the Formatting toolbar.
Attempting to drag the move handle at the top-left corner has no effect.

Dragging the Move Handle should work - just make sure you move it completely
off the Task Pane before dropping it.
