Default how do I move the page border above the footer

We're trying to get the page border to show above the footer (and below the
header). Can anyone help us?

In the Borders and Shading dialog, click the Options button. Set the "Measure
from" dropdown to "Text", which enables the options below it. Uncheck the boxes
for "Surround header" and "Surround footer".
