Default Multi-Level Outline

I'm trying to learn how to do simple, standard outlining like it was done in
Word 2000. Everything there was so simple in the options available. Not so
in Word 2007. The greatest problem is getting the numbers or letters to
reset when following a higher level.

Here's how it usually looks:
I.
A.
1.
2.
B.
3.

What I want is:

I.
A.
1.
2.
B.
1.

How do I fix this and get it to stay that way in normal template?

Default Multi-Level Outline

Place the insertion point in the first top-level paragraph of the list. On
the Home tab, click Multilevel List, and then click Define New Multilevel
List. This displays a dialog box similar to the Customize Outline Numbered
List dialog of Word 97-2003 (and the instructions at
http://www.shaunakelly.com/word/numb...Numbering.html still
apply). Click the More button (if necessary) to see all options. Click the
level that doesn't restart, which seems to be level 3 in this case, and then
click "Restart list after." Choose "Level 2" in the list box. Make any
additional changes as desired. When you are done, click OK.

Note that if you want to assign paragraph styles for each numbering level,
you can do that in the multilevel list dialog box, or you can set up a list
style, which is easier to edit, for example via the Manage Styles dialog
box.
