Default Have a hard page break inserted after each page automatically.

I need to convert many WORD documents to PDF. When I do this the text shifts
up to the previous page. Usually one line.

version of Word, and method of conversion to PDF?

If this is a printer driver, make sure you select it while paginating
your file already. In general, you can add a "Page break before"
property to your heading styles and this might take care of many
problems with pagination.
