Default free rotate word 2003

If I insert a picture (jpg) into a word document I should be able to free
rotate it by clicking on the picture in the doc and grabing the HANDLE at the
top of the picture. The problem that I have been having is that I must click
on the picture 50 to 100 times, move the cursor to different locations,
double click, triple click, sing the national anthem while standing on one
foot before that little HANDLE THINGY shows up on the top of the picture.
When I click on DRAWING and go to ROTATE OR FLIP --the FREE ROTATE choice is
grayed out. It drives me crazy!!! Why doesn't it do what it is supposed to do?

Pictures can be "in line with text" or "floating". The difference is
in the Text Wrapping setting, either in the button on the Picture
toolbar or in the Layout tab of the Format Picture dialog. "In line
with text" is just that, and any of the other settings count as
"floating".

Only floating pictures can be rotated freely with the handle. In-line
pictures can only be rotated 90 degrees or flipped. So if you don't
see the rotation handle, change the picture's wrapping to Square or
one of the other floating types.

In Word 2003 or 2007 you can change the default wrapping for inserted
or pasted pictures. In 2003 it's on Tools Options Edit. In 2007,
go to Office button Word Options Advanced in the "Cut, copy, and
paste" section.
