Is there any way to do the page setup such that the line number is
OUTSIDE the border? |

Use a Paragraph Border instead of a Page Border.

Page Border and Line numbers
In the Page Border dialog, click Options... and change the "Measure from"
setting from "Edge of page" to "Text" (you'll probably want to clear the check boxes for "Surround header" and "Surround footer." This will place the border close to the page margins (up to 31 points away). Line numbers will be outside the border if you make it close enough to the text (up to about 12 points or so) -- Suzanne S. In that case, the "from text" setting won't work. You can use a drawing line
anchored to the header; see http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm. But if you're trying to emulate the format created by the Pleading Wizard, note that it uses a text box containing the numbers (also anchored to the header) in addition to the line. -- Suzanne S.
