Default how do i remove or rename tabs in the templates dialogue box

The help menu refes to marking the folders as unavailable in the setup
program. Does this mean i have use the install uninstall proram, or is there
an easier way.

Yes, that's the only way to get rid of the "built-in" template tabs. And you
can't rename them, you have to remove them through Setup and then create new
ones with the names you want.

To create new tabs, make new folders inside the Templates folder. Any new
tab won't actually appear in the dialog until you put at least one template
file in it.
