What is safer to use when setting up precedents for use within a law firm?

Safe in what sense? Neither method will protect you from someone who wants

Templates vs Read-Only
Templates. No question about it. Some bright lawyer always gets
annoyed that s/he can't save the protected document, goes out and unprotects it, and overwrites your base document. Even when you use templates, keep backup copies. Preferably burned to CD.
