I have somehow lost or moved the "Tools" command from the task bar. All
manipulations on the various bars seem to stem from the Tools item but
nothing in the manuals seems to indicate how you deal with recovering the
Tools item itself.

Double-click in the toolbar area to bring up the Customize Dialog box.
