When I insert a footnote it is going to the end of the page, not the end of
the section. I have try restart each section, continous. Not sure what I can
do? Some of my pages have pictures or tables.

Footnotes are supposed to go at the end of the page - you want endnotes.

I thought endnotes were for the end of the document, but now that you have
pointed me in the right direction, I see end of section also. Thanks very
much! It works perfectly now.
