Default Protect a document (template)

I have a document template form. Most of the document is in tables. I am
trying to protect it but Word do not let me to protect.

Question: Is any reason for this or I have something set up wrong?

Default Protect a document (template)

are using Word 2002/2003, on the Protect Document task pane, don't
forget to click the "Yes, Start Enforcing Protection" button.
