In WordPerfect, there is an "advance to" feature that I can use to advance
down the page to a given point. Specifically, I put an image on a page and
regardless of the height of the image, I want to position the image title
exactly 1.4 inches up from the bottom edge of the page and I do not want the
image title in the footer.
---That is, my header is 1 inch, my image varies in height. I want the
title for the image to appear on a line 9.6 inches from the bottom of the
page regardless of the image height.

Put the text in a textbox, and give the textbox an exact position relative
to the page. Word uses the top rather than the bottom of the page as the
reference point.

You can use an Advance field with the \Y switch

{ ADVANCE \Y 691pt }

should put it where you want it.
