In Word 2003, in the Styles and Formatting pane, the Footnote style is
listed at the top where you can modify it, but it is not listed below
where you have the option to Update to Match Selection. I prefer
changing styles in the document and then updating. Is there a reason
the Footnote style is not listed?

CJ,
You have to tell Word you want to see the footnote style not all styles are
viewed by default, in the taskpane click on the listarrow next to view
choose custom, scroll down the list of visible styles, put a checkmark next
to the footnote style. You're set.
