In a new document, when I press enter the cursor goes to the bottom of the
screen. If I press enter again, it goes to the middle of the screen. What's
happening?

In File Page Setup, on the Layout tab, set the Vertical Alignment to
"Top". It sounds like it's now set to "Justified".
