Office-button - Word Options - Advanced - File Locations.

Also, be aware that normal.dotm lives in the folder labeled as the User
Templates location. The Startup location has a different purpose (templates
stored there are loaded at startup as global add-ins) and is a different
folder. Pointing both locations to the same folder will make an awful mess,
because most templates aren't meant to be add-ins.
