Default color palette

I teach in a school and some of our word 2000's have 40 colors in the palette
while some only have 16 why, and how can I get the others to have 40 colors

Word 2000 has 24-bit color (millions of colors, not just the 40 shown on the
palette). If a copy of Word has only 16 colors it is probably Word 97 or
earlier.

Are you sure the ones with 16 colors aren't Word 97 instead of Word 2000?
(Check what it says at the top of the Help About dialog.)
