Default Word 2003 paragraph formatting

My PC will not change the measurement units to inches. In Format,
Paragraph, the indent measurement is 0 ch, first line is 1 ch, and the space
after or before is 0 lines instead of points.

I have tried tools, options, general tab to change the measurement units,
but it is locked in this measurement. It says it is in inches, but it lies.
The ruler is in some kind of measurement where the 6 is one inch.

Does anyone know how to fix my problem?
