Default how to put ruler in word

How do you put the ruler horizontally across the top of word? I am doing ECDL
course on an E-machine with windows xp using the office 2000 book. I have
tried to follow instructions but got nowhere. It seems to appear on other
computers but not this one. I have tried going to Tools menu then Options
then clicing view tab
but it says the ruler is in print view only how do I change it so its always
on word.

Thank You in anticipation I am just a novice at this.
