Default Creating a template

I would like to create a template for my mother's business when she has
consultations with a client. I want the template to have preset statements
or headings with places to enter text and drop down menus in the future. I
would like to set it up so that you tab from section to section. Is Word the
program to use for this, if not, what is?

I would take a look at using Form Fields in a document. Type in Form Fields
in the question box and press enter and there will be a variety of topics on
the subject

What you are describing is a protected form. See
http://word.mvps.org/FAQs/Customizat...nTheBlanks.htm and especially
the forms tutorials by Dian Chapman that this article links to.
