Default Arabic won't install

In Windows XP Pro, SP2, using the "regional and language settings", I choose
"install complex script/right-to-left, etc.". Then I click Apply and
nothing happens. Arabic and other UNICODE R-T-L languages are not added.

The languages are definitely NOT installed, nor are their keyboards.

I've tried this many times. How can I fix this?
