Default How do I stop Word from opening in design mode?

I have a template that has checkbox controls. Word 2003 keeps opening in
design mode when I open a new document from the template. How do I make it
stop?

Ive tried this and it doesnt work. Besides, the template i use keeps saving
it as a low setting automatically. I desperately need to know a way to
resolve this aswell without having to protect the form.
