hi- i'm looking for suggestions for a letterhead/logo for a cal-mex restaurant.

I suggest that you design one yourself, or hire a professional designer. Any
that you can acquire on the Internet are copyrighted by their creator.
Generally, if the creator will allow your use, it would be for
non-commercial purposes.

All the clip art supplied with Office can be used for this type of purpose.

"commercially redistributed" means sold as part of a clip art collection.
Most of the restrictions apply to clip art from "older" versions of Office
apps. Further parts of the text you cite:
