Default Why won't my language bar display?

I go through all the steps to display my language bar and it won't display.
In Word, I go to tools and click on speech. When i do this the language bar
display for a millisecond at the top of the window and then disappears. I've
restarted the computer, and I've gone through the steps to display it many
times. Why won't it display?

The Language Bar is actually part of Windows, so you might try asking this in a
Windows newsgroup. Be sure to mention the version of Windows. FWIW, I keep the
language bar in the "Sys tray" area of the TaskPane. Do you see it down there?
(I see EN, for example, and when I right-click it, I get options)
