Default How do I protect content in a document

I have three tables in a word document. In one of the table I have Check
Boxes. Protect option is grayed out in the Form toolbox.

When I create single table and insert Check Boxes it protects the whole
document

When I go to Tools - Proectect Document, the 'Yes, Start Enforcing...'
option is greyed out.
